Small Construction Projects Roster (SCPR) The City of Seattle utilizes a small works roster to solicit bids for construction projects estimated to cost less than $300,000. SCPR can streamline the bidding and contracting process for contractors and project managers. SCPR contractors are sent a solicitation via e-mail. Unlike larger construction projects, SCPR projects are not publicly advertised in the Daily Journal of Commerce. To participate in SCPR, contractors must complete an ONLINE application and have a valid Washington State Contractors License. Contractors apply to the appropriate category(ies) that describe their trade. For each category applied to, the contractor is required to provide three completed projects that demonstrate their ability to perform work specific to that category. Project information includes the project owners name, project manager, and contact information. Responsive, responsible applicants are placed on the roster in the order they are received. City project managers determine if SCPR is the best contracting tool for their project and select the appropriate category and subcategory. At the discretion of the project manager, three, five or all contractors in the category are e-mailed a solicitation. For projects estimated to cost less than $100,000, the City may limit the solicitation to small businesses whose gross annual revenues fall below $250,000 or $1,000,000. The City may also waive the retainage withholding and Payment and Performance Bond requirements. Bid Bond: Bid bonds are not required on SCPR projects. Payment and Performance Bond: A Payment and Performance Bond for the full contract amount is required unless otherwise specified in the project manual. Prevailing Wages: The City requires that the prevailing wage rate be paid to all employees working on public works projects. Standard Specifications: The City encourages all contractors to access the current edition of the City’s Standard Plans & Specifications. Division One of the specifications contain the standards for administering construction contracts.
