The Equal Benefits Program Reporting Non-Compliance Any person who wishes to register a complaint alleging that a Contractor required to comply with SMC Ch. 20.45 and the Equal Benefits Program Rules may submit the Allegation of Non-Compliance document to the Contracting Services Division of the Department of Executive Administration. Before registering a complaint, be sure to review the following information: THE EQUAL BENEFITS REQUIREMENT The Equal Benefits requirement applies only to:
JURISDICTION A. The Equal Benefits requirement does not apply to subcontracts or subcontractors. B. The Equal Benefits requirement only applies to a contractor's operations located: 1) within the City of Seattle; and 2) on real property outside of the City if the property is owned by the City or if the City has a right to occupy the property, and if the Contractor's presence at that location is connected to a Contract with the City; and 3) elsewhere in the United States where work relating to a City Contract is being performed.
