Disadvantaged Business Enterprise Opportunities (DBE) DBE Program DBE The City of Seattle administers guidelines and procedures for applicable federal-aid contracts to ensure that certified DBEs have an equitable opportunity to compete for contracts and subcontracts. DBE requirements are incorporated into the general conditions and are monitored by the Contracting Services Division (CSD). These provisions may include DBE goals, affirmative efforts to solicit DBE firms for subcontracting opportunities, outreach requirements, monitoring and reporting. The City's DBE goal is set every August. City of Seattle DBE Plan The City of Seattle hereby gives notice pursuant to 49 Code of Federal Regulations Part 26, issued by the United States Department of Transportation (USDOT), that the City of Seattle will adopt an Overall Race-Neutral DBE Goal of 11% for 2009-2010 for its US DOT Federal Transit Administration (FTA) funded projects.
